He was the son of the late Norman and Helen Burtman and is survived by his sisters Andrea (James Selonick) and Ruth Burtman (late Candace VanStryker). From a young age, Joel had a fervent love for the outdoors that he carried throughout his life, from being an Eagle Scout to an expert skier, an avid hiker and enjoyed golf and tennis with his family.  He was a member of Congregation Beth Emeth in Albany, serving on the board and volunteering many hours for the community.
